Olympic News from Rio - Water quality worse than ever .. and ISAF reports that everything is under control

The Dutch Laser team staying in Rio for some time for trainings reported yesterday the worst water quality ever and masses of flotsam. An article in SailWorld.
Will the interventions of WS and the IOC correct the out-of-line situation ? According to the lastest World Sailing news, they are satisfied with the progress being made by Rio 2016 and the Brazilian authorities in preparation for the Rio 2016 Olympic & Paralympic Sailing Competition after a visit of 5 (!) WS officials from 7-10 March 2016.
According to the Racing Rules of Sailing, it is the responsibility of the sailor whether to start or not. Who will be responsible in case of severe illness or damages at the Rio Games ?
